WTO Regional Trade Policy Course Round Table: Dumping, Subsidies and Safeguards in World Trade

KILIC & Partners’ International legal counsels – Dr. Hanna Stakheyeva, LLM, and Gulnur Kaplan, LLM - took part in the first WTO Regional Trade Policy Course Round Table on Trade Remedies organized by Istanbul Bilgi University Faculty of Law in cooperation with the WTO and the Turkish Ministry of Economy.

The event welcomed trade policy makers, regulatory agencies and practitioners that have relation to international trade and trade remedies, including Hiromi Yano (Counsellor, Rules Division, World Trade Organization); Aytaç Yenal (Deputy Director General, Exports, Ministry of Economy of Republic of Turkey); Alan Yanovich (Senior Counsel, Akin Gump Strauss Hauer & Feld LLP, Geneva); Fabrizio Di Gianni (Partner, Van Bael & Bellis, Brussels); Diane MacDonald (Associate, Baker & McKenzie, Chicago); Namık Ekinci (Board Chairman, Turkish Steel Exporters Association and Ekinciler Holding); Serdar Koçtürk (Vice Chairman, Turkish Steel Exporters Association, Board Member Kibar Holding, General Manager Kibar Foreign Trade), and Pınar Artıran, (WTO Chair, Assistant Professor, İstanbul Bilgi University Faculty of Law).

The meeting addressed the most interesting and important issues of trade remedies, such as:

  • Safeguard measures among the trade remedies instruments;

  • Procedure and difficulties with initiating antidumping investigations;

  • Options of challenging investigation in the WTO Dispute Resolution Body;

  • Use of arbitration to settle trade disputes and defend interest of business operators;

  • Problems of Turkish steel industry caused by the abuse of trade remedies (particularly by the USA);

  • Involvement of the Turkish Ministry of Economy in trade (antidumping) measures initiated by foreign jurisdictions against Turkey;

  • Specificity of the EU-Turkey Customs union and its implications for Turkish exports.
